I can float a party and can promise a plot on moon for everyone. Interestingly, I don't have to explain my technical or economical plan, neither I would have any fear of consequences if I (obviously) won't be able to do it.

In the high octane election in India, ppl hardly care about manifestos & so the parties. Nonetheless it is best reflection of intent & vision of the party.
Problem is almost no constitutional compulsion or scrutiny of promises being even technically feasible.
2/
First of all the word "guarantee" is highly misleading. I'd personally go with Kapil Sibal who said using this word itself is unconstitutional. No one can guarantee anything but only can try. BJP, Congress or AAP, all parties failed here.
3/
If you look at Congress' manifesto highlights- its more of bribe or freebies without having any earning plan. You simply can not even think of giving money to ppl more than budget, let alone guarantee it.
4/
e.g. Here Amitabh Dubey, strategist & Rahul Gandhi's old time friend "explaining" that MSP guarantee will only need 20K Cr not 10L Cr. The journalist confirmed "for all crops?"
"No not for all but for two crops"!
Still congress is openly misleading using guaranteed MSP!

Another gem! Congress party & supporters singing song of ₹1L to every graduate every year. A simple and their own estimation is that the clauses will cover just 6% of those. Then why using term "every" graduate?

Rest promises are -
- caste census obviously to exploit divide n rule. Seen enough drama during Nyay Yatra.
- removing 50% reservation cap; this will require change in the constitution; another hit for merit general youths
7/
Even more vicious one by Congress is -
- touching J&K. BJP dared to remove Art 370, things are going smooth, leave it alone.
- removing Agniveer scheme; again its matter of national security, let armed forces decide how they want to run the show.

I'm not even coming on appeasement part and comparing few points with MusIim League philosophy.
Btw, where is CAA?
The first version of Congress mnfs had CAA repeal part but at last minute, some sane mind suggested to drop it as it may backfire! Its a lost battle anyway.
9/
On the contrary- BJP wasn't desperate in their manifesto. They went it smooth and doable plan, largely targeting to ppl's class not based on caste or religion. Women, Youth, Farmers, Sr Citizen, middle class & labours.
10/
Since they have already exhibited success in Awas Yojana, Mudra, Ayushman, Jan Dhan rashi, they didn't have to do much calculations but only showed expanded version of same pretty much executable.
Newly added big features are UCC & ONOE. Given their records, they can do it.
11/
In an ideal democracy there should be comprehensive debate & explanation by each party for not just promises but the means & plan of fulfilling promises under guidance of SC & EC, to set the clear accountability.
Sounds too idealistic but should be bare minimum!
