अपौरुषेयता of Veda-s propounded by Purva Mimansa was often challenged by the Acharya-s of Nyaya Darshana. According to Mimansa doctrine, Vedas neither have any human nor divine origin. Not even the god created Veda-s. Naiyayika-s counter it in two ways.
Naiyayika-s such as Vatsyayan accepted the human authorship of the Veda-s. Acharya Vatsyayana in his commentary on Nyaya-sutra (2.1.68) attributed the authorship of Veda-s to आप्त or trustworthy persons. Uddyotkara considered Purusha-vishesha probably meaning god as author.
Another class of Naiyayika-s considered god to be the author of Veda-s. In this category, we have Naiyayika-s such as Jayantabhatta, Udyana, Vachaspati Mishra etc. who attributed the authorship to the omniscient god.
As Naiyayika-s accepted the existence of omniscient god who created the universe, it wasn't difficult for them to consider god as the creator of Veda-s as well. This view is also aligned with Shaiva view which considers the origin of all Shastra-s including Vedas in Shiva.
It's not that the new Naiyayika-s abandoned the आप्त concept but they reinterpreted it in the way that Veda-s are आप्त because they're accepted by the majority of the people (महाजन) making the Veda-s trustworthy.
In this period, a close affinity had developed between Shaiva-s and Naiyayika-s as discussed in another thread, so it's possible that they influenced each other on this subject.
