I think the claim that the IEA won’t handover Uyghur Muslims to China will be correct. After the recent burst out of the Taliban top diplomat Mr.Abbas Stanikazai, we did get a little but very significant information about the doha-agreement.

They agreed to prevent and punish anyone who will have the intention to harm other countries from Afghanistan. They agreed in the doha-agreement that if anyone intends harm and the US has information about him/them, the US will share its own information with the Taliban.

Taliban will arrest that person and the US will have 72 hours to share evidence about that person’s intentions or actions. That information will be shared with the with IEA’s judiciary, who will ordain the punishment.

The IEA did not agree to handover or punish anyone for their previous actions or the actions committed before their reign. They consented to shelter those who fear death or persecution in their country or outside AFG, under the international humanitarian and refugee laws.

China doesn’t have any agreements with the IEA, so I think, that is why they won’t hand over Uyghur Muslims to China for persecution, that is why Zawahiri came to live in metropolitan city of Kabul, that is why the Taliban allowed him in Kabul.
