The painful nytimes report proves that despite a general amnesty, revenge killings against former ANDSF members have occurred.

The numbers so far are small and don't suggest a pattern of targeting at a national level. Let's keep in mind that 500 killings against an ADSF that numbered 350,000 and a civilian sector of 500,000 cannot be considered as establishing a trend.

The question should be, why are we not seeing the typical obedience that Taliban manifest when an order is issued from the supreme commander?

This 20 year old war came at a tremendous cost. There are dozens of videos of former ANDSF, especially the ALP disfiguring Taliban fighters, torturing them, displaying their corpses or even burning them.

Many of these Taliban fighters had brothers, cousins or family members that joined the insurgency so that they could exact revenge against the perpetrators. Some of their commanders have also been etching to take revenge against these individuals.

It is not surprising that some of them would continue to exact personal revenges despite a general amnesty.

Afghans, especially Pashtuns, have a long tradition of exacting revenge called "Badal". Sometimes families wait decades before waiting to take revenge for grievances.

Even Taliban’s leader & their most lethal commander Serajuddin Haqqani in a recent appearance did admit that it was difficult to forgive the killer of his brother, but because of the amnesty, he had to forgive the killer.

I assume some of these revenge killings might continue to take place. So far, the leadership has focussed on cementing the importance of obedience of the amnesty offer, even labelling it as "Shariah amnesty" instead of political amnesty.

Given the personal dynamics involved and the high emotional sentiments of those fighters and commanders who feel aggrieved, the leadership will continue to find it difficult to prosecute those that violate this amnesty.

Even where they do prosecute, they will likely avoid publicising it out of fear this may antagonise a large number of their members.
