The FBI is still offering $5 Million award, while the State department is offering $10 Million award to anyone who shares any information about his whereabouts.

So why did Mr. Haqqani appeared amid all this awards on his head?
Well, recently Haqqani has been meeting with members of Intl, community & NGO’s. Western intelligence may already know about his movements & may already have his recent images, so there is no point hiding.

The other reason will be that the Taliban leadership may have gotten this perception that they are going towards a normalisation with the western world, it is time to come out as a political leader rather than a leader of an insurgent group.
