As per FF website, it has sent approx $508mn in India (P1,2), having office at 55, Lodhi Estate, Delhi (P3) which apparently is the same address that of UN Information Center in India (P4), enjoying sort of immunity under a "signed memorandum" with GoI in 1952, until 2014!

Things finally settled (or negotiated) (P1). MHA put FF in 'prior permission' ("watchlist") in 2015 (P2), which was later removed a year after FF reg under FEMA (P3). All-in-all FF closely escaped full ban. Later MHA allowed use of frozen funds also for staff's salary.

In any case, it irked officials who cited that any such arrangement (memorandum) is fine then, but why FF didn't bother to comply when FERA (later FEMA) laws were enacted. (P1)

Worth noting that, as it seems, CIA literally had smooth infiltration through FF by providing junkets/scholarships to govt officials w/out any clearance. There are some shocking revelations by independent research. Spend a min time going through this picture.

NGOs have been safe conduits to fund these hit-jobs in name of 'grants', despite having relevant laws, but not the will.

Ford may have been granted safe passage by Nehru, but it's not the end. They will keep producing 'dismantle or spyware' projects. If not NGOs, it'll be new source- Crowdfundings. Yes, it harms the genuine one also, but India can't afford to overlook it anymore!
