There always was resistance to any peace efforts within the Taliban ranks. This opposition, initially stemmed from suspicion since most local Taliban leaders were unaware of what their leaders were discussing in secret meetings being held overseas.
Other reasons included; a) some commanders wanted greater clarity; b) some were suspicious of U.S. intentionsregarding peace; and c) others wanted to be involved personally.
During Mullah Mansoor’s reign, he spent years trying to convince local leaders and develop an internal agreement that the war was a stalemate and political effelorts were required to get a breakthrough.

Recents developments such as U.S. wielding its financial leverage, publicly rebuking Afghan leaders, release of prisoners and recent political recognition from regional countries has almost eliminated any opposition to political efforts.
